Water in the Trench

Hazards: Cave-in in saturated or seeping soil · Water accumulating while the crew works · Undetected loss of support after heavy rain · Drowning or entrapment in a flooding excavation

Why it matters

Water takes the strength out of a wall and it does it quietly. CPWR's May 2024 Data Bulletin puts 1926.651(k), the daily and after-rain inspection, at 17.1% of all trenching citations from 2011 to 2023 — the second most-cited trenching standard, right behind the missing protective system itself.

MIFACE report 15MI117 (2018) describes a winter 2015 collapse in a subdivision with a known high water table. The trench was 6 ft 4 in deep, with a 1 1/2-foot seam of wet sand at the base and about 5 feet of wet clay above it; groundwater stood roughly 18 inches below the top. The excavator operator saw the moisture and offered the trench box that was on site; the pipe layer declined it. A coworker later described the ground as "wet, but not too bad." The foreman arrived, saw the wall about to go and shouted. One man got out. The pipe layer, in his 40s, was struck by the wall and died.

Key points

  • Standing water, or water coming in: stay out. 1926.651(h)(1) — no work in accumulated or accumulating water until adequate precautions are in place.
  • The precautions are named. Special support or shield systems, water removal to control the level, or a harness and lifeline. Not "we'll be quick."
  • Somebody watches the pump. (h)(2): water removal equipment and the operation are monitored by a competent person. A pump that quits at lunch is a trench filling with nobody counting.
  • Wet ground is Type C. App. A: submerged soil, or soil water is freely seeping from, is Type C — and wet cohesive soil slumps when vibrated. Dry yesterday buys you nothing today.
  • Keep surface water out. (h)(3): if the dig interrupts natural drainage, use diversion ditches, dikes or equivalent, and drain the ground next to the trench.
  • Heavy rain means an inspection, not a look. (h)(3) and (k)(1): a competent person inspects after every rainstorm or other hazard-increasing occurrence, before anyone re-enters.
  • Read the face for water. Weeping seams, a dark band, sand running at the toe, a bottom going soft under your boots. All of it says the wall is losing support.
  • The box is not optional because you feel fine about it. If a shield is on site and the ground is wet, that is exactly the day it goes in the hole.
  • Evidence means everybody out. (k)(2): when the competent person finds a hazardous condition, exposed workers come out until it is fixed.

  • Ask for the box when the ground is wet.
  • Check the pump and the level through the shift.

  • Call it "wet, but not too bad" and climb in.
  • Re-enter after a storm without an inspection.
  • Trust yesterday's soil type on today's wet wall.

Only if adequate precautions have been taken. 1926.651(h)(1) prohibits work in excavations with accumulated water, or where water is accumulating, unless employees are protected — for example by special support or shield systems, water removal to control the level, or a safety harness and lifeline.

No. Under 1926.651(h)(2), if water is controlled by water removal equipment, the equipment and the operation must be monitored by a competent person to make sure it works. A pump is a control, not permission.

Everything. 1926.651(h)(3) says excavations subject to runoff from heavy rains require an inspection by a competent person and compliance with (h)(1) and (h)(2), and 1926.651(k)(1) requires an inspection after every rainstorm or other hazard-increasing occurrence.
