Getting Out: Trench Access and Egress

Hazards: Trapped in a collapsing trench with no way out · Climbing spoil or shoring instead of a ladder · Untrained rescue entry by coworkers · Falls while entering or leaving the excavation

Why it matters

A trench gives you seconds. Egress is not a convenience — it is the difference between climbing out and being in it when the wall moves. CPWR's May 2024 Data Bulletin puts 1926.651(c), access and egress, at 16.8% of all trenching citations from 2011 to 2023, the third most-cited trenching standard.

MIFACE report 06MI174 (2006): a near-vertical L-shaped trench, 50 feet long and 9 feet deep, sandy soil under a clay cap, water lines going in at a new home. A 29-year-old laborer digging under the footing was killed when the corner came in. There was a ladder in the trench — MIOSHA's citation says it was not within 25 feet of him. Spoil and a 312 excavator sat at the edge, and the walls were never cut back.

Key points

  • Four feet deep, there's a way out. 1926.651(c)(2): stairway, ladder, ramp or other safe means of egress in every trench 4 feet or more deep.
  • 25 feet of lateral travel. Per person. Not 25 feet from the ladder to the middle of the crew — from every worker in the hole.
  • Lateral travel is walking distance. Along the trench, around the box, past the pipe on the floor. Pace it off if you're arguing about it.
  • Having a ladder is not the rule. A ladder at the wrong end of a 50-foot run is a citation and a coffin. It moves with the work.
  • Set it like a ladder, not a prop. Secured, on firm footing, side rails 3 feet above the landing or tied off at the top with a grasping device — 1926.1053(b)(1).
  • Inside the box. In a shielded trench the ladder goes inside the shield, so getting out never means stepping into unprotected ground.
  • Ramps are engineered. (c)(1): employee ramps designed by a competent person; equipment ramps by a competent person qualified in structural design, members tied together, uniform thickness, cleats to stop slipping.
  • Never climb the shoring or the spoil. Struts are not rungs, and the pile is the thing most likely to come in with you.
  • Egress is also the rescue route. Nobody jumps in to dig a buried coworker out by hand. Call it in, keep everyone out, let the trained team shore it.

  • Count on jumping up onto the bench.
  • Leave the ladder at the far end "for now."
  • Enter a collapsed trench to rescue anyone.

At 4 feet of depth. 1926.651(c)(2) requires a stairway, ladder, ramp or other safe means of egress in trench excavations 4 feet or more deep, positioned so no employee has more than 25 feet of lateral travel to reach it.

No. The standard says 25 feet of lateral travel — the distance a worker actually walks along the trench to reach the ladder, not the diagonal through the wall.

Only if every worker in the trench is within 25 feet of lateral travel of it. On a long run that means several ladders, or moving the ladder as the work advances.

For a portable ladder used to reach an upper landing, 1926.1053(b)(1) requires the side rails to extend at least 3 feet above the landing surface, or the ladder to be secured at the top with a grasping device provided.
