4.1 Housekeeping and hand/power tools
Housekeeping and hand tools do not sound like a safety topic. They are the two things a superintendent can look at from the gate and know how the rest of the job is being run. A site with clear walkways, covered trash containers and tools that are not beaten to pieces is almost never a site with unguarded holes and untied ladders — and the standards that cover them are short enough to read in five minutes.
1 Housekeeping is a hazard control
29 CFR 1926.25 has three paragraphs and no ambiguity. During construction, alteration or repairs, form and scrap lumber with protruding nails, and all other debris, shall be kept cleared from work areas, passageways and stairs, in and around buildings (a). Combustible scrap and debris shall be removed at regular intervals, with a safe means provided to do it (b). And containers shall be provided for the collection and separation of waste, trash, oily and used rags and other refuse — with covers on containers for oily, flammable or hazardous waste — and the waste disposed of at frequent and regular intervals (c).
Each sentence maps to a specific injury. Protruding nails cause the puncture wounds that put people on tetanus shots and antibiotics. Debris in passageways and stairs causes same-level falls, which are the most common injury on most jobsites and produce a large share of lost days. Uncontained oily rags start fires by spontaneous combustion, particularly with linseed-oil finishes. And material stacked in a walkway is the reason someone carries a load through a place they cannot see their feet.
2 Hand tools
Two short standards cover them. 29 CFR 1926.300(a): all hand and power tools and similar equipment, whether furnished by the employer or the employee, shall be maintained in a safe condition — your own tools are covered too. And 1926.301: employers shall not issue or permit the use of unsafe hand tools (a); wrenches shall not be used when the jaws are sprung to the point that slippage occurs (b); impact tools such as drift pins, wedges and chisels shall be kept free of mushroomed heads (c); and wooden handles shall be free of splinters and cracks and kept tight in the tool (d).

The cut-resistant glove from chapter 2.3 is the last line here. The first one is the technique: cut away from your body, keep your free hand out of the line of the blade, and use a fixed blade or an auto-retracting utility knife rather than a locked-back razor.
3 Power tools: guards and switches
The two requirements that matter most are the ones from chapter 1.3. 1926.300(b)(1): when power operated tools are designed to accommodate guards, they shall be equipped with such guards when in use. 1926.300(b)(2): belts, gears, shafts, pulleys, sprockets, spindles, drums, flywheels, chains and other reciprocating, rotating or moving parts shall be guarded where employees can contact them. And 1926.300(b)(4)(ii): the point of operation — where work is performed on the material — shall be guarded so the operator cannot get any part of the body into the danger zone during the operating cycle.
Switch type is regulated too, and it explains why your tools behave differently from each other. Under 1926.300(d), circular saws, chain saws and percussion tools without a positive accessory holding means must have a constant pressure switch that shuts off when you let go. Drills, fastener drivers, reciprocating and saber saws, disc and belt sanders, and grinders with wheels over 2 inches must have a momentary contact on-off control, which may have a lock-on only if a single motion of the same finger can turn it off. Small tools such as platen sanders, routers, laminate trimmers, nibblers, shears, jigsaws and grinders with wheels 2 inches or less may have a simple on-off control.
Electric tools must be double-insulated or grounded in accordance with Subpart K (1926.302(a)(1)) — which brings back the GFCI and assured grounding requirements from chapter 1.4, and the rule against worn or frayed cords.
4 Pneumatic tools and compressed air
Air tools carry hazards people underestimate because the tool itself feels light. 29 CFR 1926.302(b) sets the rules: pneumatic tools shall be secured to the hose or whip by a positive means to prevent accidental disconnection (b)(1); all hoses exceeding 1/2-inch inside diameter shall have a safety device at the source of supply or branch line to reduce pressure in case of hose failure (b)(7); and abrasive blast cleaning nozzles shall have an operating valve that must be held open manually, with a support to rest the nozzle on when not in use (b)(10).
The one everyone violates is (b)(4): compressed air shall not be used for cleaning purposes except where reduced to less than 30 psi, and then only with effective chip guarding and personal protective equipment. Blowing yourself off with a 100-psi air wand drives particles into skin and eyes and can force air into tissue or the bloodstream. The 30-psi limit does not apply to concrete form, mill scale and similar cleaning, but the chip guarding and PPE do.
5 Powder-actuated tools
These are firearms in every meaningful sense, and 29 CFR 1926.302(e) treats them that way:
- 1Only trained employees may operate a powder-actuated tool — trained in the operation of the particular tool in use (e)(1).
- 2Test the tool each day before loading, by the manufacturer's method, to confirm the safety devices work (e)(2).
- 3Load only just before firing. Neither loaded nor empty tools are ever pointed at anyone, and hands stay clear of the open barrel end (e)(5).
- 4Never leave a loaded tool unattended, and never carry it loaded from one place to another.
- 5Mind what is behind the wall. Fasteners pass through thin or soft material and through the far side of a stud wall.
- 6The tool must meet the remaining requirements of ANSI A10.3, the safety standard for explosive-actuated fastening tools, referenced at (e)(12).
Eye and face protection are not optional here, and hearing protection matters: the report of a powder-actuated tool indoors is impulse noise well into the range chapter 2.4 warned about.
6 Silica, wood dust and the tool you are holding
Every cutting and grinding tool on a construction site is also a dust generator. Cutting, grinding, drilling and demolishing concrete, block, brick, stone, mortar and engineered stone releases respirable crystalline silica, regulated by 29 CFR 1926.1153, whose Table 1 pairs each common task — handheld saws, walk-behind saws, drills, grinders, jackhammers — with the engineering control required (water delivery, or a shroud and a HEPA-filtered dust collector) and with the respiratory protection needed for that task and duration.
Practically, that means the dust control is part of the tool selection, not an accessory: the saw with the water feed, the grinder with the shroud and vacuum, the rotary hammer with the dust extraction attachment. When those controls are used as Table 1 specifies, the standard's exposure assessment obligations are handled differently than when they are not — one more reason contractors buy the shroud.
- 1926.25: clear scrap lumber with protruding nails and debris from work areas, passageways and stairs; remove combustible debris regularly; provide covered containers for oily and flammable waste.
- 1926.300(a) and 1926.301: tools furnished by the employer or the employee must be safe — no sprung wrench jaws, no mushroomed impact heads, no loose or cracked wooden handles.
- 1926.300(b): guards stay on when the tool is in use, moving parts are guarded, and the point of operation must keep the operator out of the danger zone.
- 1926.300(d): circular saws, chain saws and percussion tools need a constant-pressure switch; a lock-on is allowed only where one finger motion turns it off.
- 1926.302(b)(4): compressed air for cleaning only below 30 psi, with chip guarding and PPE; hoses over 1/2 inch need a pressure-relief safety device.
- 1926.302(e): powder-actuated tools only by employees trained on that tool, tested daily before loading, loaded only just before firing, never pointed at anyone.
