3.1 Choosing the right ladder

Ladders, 29 CFR 1926.1053, are the third most frequently cited standard in the country. Almost nobody plans a ladder job; a ladder is what you grab when the work turns out to be six feet higher than expected. That is exactly why choosing the wrong one is so common — and why this chapter comes before the one about setting it up.

1 First question: does this job need a ladder at all?

A portable ladder is a small working platform with no guardrail, a narrow base, and a user who has to hold on. For anything longer than a few minutes, or anything that needs two hands and force, something else is usually both safer and faster: a rolling scaffold, a podium ladder or platform stand, a scissor lift, or simply doing the work at ground level before the assembly goes up.

Ask three questions before you carry a ladder anywhere. How long will I be up there? Do I need both hands, or to push and pull? Will I need to reach sideways or move along the wall? If the answers are "a while," "yes," and "yes," the ladder is the wrong tool and the fall statistics agree.

On the job: the time you save by not walking back to the yard for the right equipment is measured in minutes; the time an ankle or a wrist costs is measured in weeks. Crews that plan ladder work at the morning huddle — with our pre-task plan or any equivalent — end up using far fewer ladders.

2 Duty rating: the number nobody checks

29 CFR 1926.1053(a)(1) requires self-supporting and non-self-supporting portable ladders to hold at least four times the maximum intended load — except extra-heavy-duty Type IA metal or plastic ladders, which must sustain 3.3 times. That safety factor exists because a ladder is loaded dynamically, not gently.

The manufacturer expresses the allowed load as a duty rating on the label, and the rating covers the person plus everything they are wearing and carrying: tools, belt, bucket, the bundle of conduit on the shoulder. A 200-pound worker with 60 pounds of gear is a 260-pound load.

Fixed ladders have their own rule in 1926.1053(a)(1)(iii): they must support at least two 250-pound concentrated loads between any two consecutive attachments, plus loads from ice, wind, rigging and ladder safety devices, and every rung must take a single 250-pound load applied at its middle.

3 Material: aluminum, fiberglass, wood

This is the choice that kills people. 29 CFR 1926.1053(b)(12): ladders shall have nonconductive siderails if they are used where the employee or the ladder could contact exposed energized electrical equipment. On a live construction site — temporary power, panels, service drops, overhead distribution — that condition is met more often than not.

Fiberglass is not automatically nonconductive either: a rail contaminated with wet concrete, mud, or metal dust conducts, and a cracked rail with exposed fibers absorbs water. Keep them clean, and store them out of the sun, because ultraviolet exposure breaks fiberglass down until the surface fibers "bloom" and the rail loses strength.

4 Length and reach

Two provisions decide the length you need. For access to an upper landing, 1926.1053(b)(1) requires the side rails to extend at least 3 feet above the landing surface — or, where the ladder's length makes that impossible, the ladder must be secured at the top to a rigid support that will not deflect, with a grasping device such as a grab rail provided. And 1926.1053(b)(13): the top or top step of a stepladder shall not be used as a step.

So the working length of an extension ladder is not the label length: subtract the overlap between sections, subtract the 3 feet above the landing, and account for the angle. For a stepladder, subtract the top cap and top step from the height you can actually stand on. Buying the ladder that "just barely" reaches guarantees somebody stands on the top.

One more geometry rule for tall access: 1926.1053(a)(10) requires that where two or more separate ladders are used to reach an elevated work area, they be offset with a platform or landing between them — you cannot stack ladders to make a taller one.

Common mistake: standing on the top cap of a 6-foot stepladder to gain a foot of reach. That single act removes the handhold, raises the center of gravity above the rails, and is a direct violation of 1926.1053(b)(13). Get the 8-foot ladder.

5 Inspecting before you carry it

29 CFR 1926.1053(b)(15) requires ladders to be inspected by a competent person for visible defects on a periodic basis and after any occurrence that could affect their safe use — a fall from the truck rack, a strike by equipment, exposure to a chemical spill. Paragraph (b)(16) says what happens next: portable ladders with structural defects — broken or missing rungs, cleats or steps, broken or split rails, corroded components, other faulty parts — shall immediately be marked as defective or tagged "Do Not Use" and withdrawn from service until repaired.

    Rungs and steps — tight, parallel, level, uniformly spaced (1926.1053(a)(2) and (a)(3)(i): 10 to 14 inches between centerlines), clean of mud, grease and ice.

    Feet — slip-resistant pads present and not worn through; swivel shoes that pivot freely.

    Hardware — rung locks engage fully, spreaders lock straight, rope and pulley intact, rivets tight, no missing bolts.

    Tag and remove anything that fails, and physically take it off the site if the crew is likely to grab it anyway.

6 A few dimensions and limits that decide the choice

Subpart X carries a handful of numbers that quietly rule out ladders people try to use. Portable ladders must have at least 11½ inches of clear distance between the side rails (1926.1053(a)(4)(ii)); fixed ladders need 16 inches, and rungs on both must be spaced 10 to 14 inches apart between centerlines (a)(3)(i). A narrow decorative ladder or a shop-made frame with rungs at random spacing fails on geometry before anyone gets to the duty rating.

Three use limits belong to the selection decision as well. 1926.1053(b)(3): ladders shall not be loaded beyond the maximum intended load for which they were built, nor beyond the manufacturer's rated capacity — which is the duty rating again, this time as an operating rule. 1926.1053(b)(2): ladders shall be maintained free of oil, grease and other slipping hazards, so a ladder that has spent the winter under a leaking pump is not simply dirty. And 1926.1053(b)(14): the cross-bracing on the rear section of a stepladder shall not be used for climbing unless the ladder is designed and provided with steps on both the front and rear sections — the back of a stepladder is not a second ladder.

Repairs have a rule too, and it is stricter than most crews assume. 1926.1053(b)(18): ladder repairs shall restore the ladder to a condition meeting its original design criteria before it is returned to use. A rung replaced with threaded rod, a rail spliced with a scab, or a spreader replaced with wire does not meet that test — those ladders are scrap, not repairs.

7 Training: your employer owes you this one

29 CFR 1926.1060 states that its training provisions clarify 1926.21(b)(2) for the hazards in Subpart X. The employer must provide a training program for each employee using ladders and stairways that enables them to recognize the hazards and follow the procedures that minimize them, delivered by a competent person, covering the nature of fall hazards in the work area; the correct procedures for erecting, maintaining and disassembling the fall protection systems used; the proper construction, use, placement and care in handling of all stairways and ladders; the maximum intended load-carrying capacities of the ladders used; and the standards in Subpart X. Paragraph (b) requires retraining as necessary to maintain that understanding.
