3.3 Scaffold basics for users
Scaffolding, 29 CFR 1926.451, is the sixth most cited standard in the country. Most workers on a scaffold did not build it and will never build one — they show up, climb on, and trust it. This chapter is written for that user: what the scaffold you are stepping onto is required to have, how to tell in thirty seconds whether it does, and where the line is between using a scaffold and altering one.
1 Capacity and who is allowed to build it
29 CFR 1926.451(a)(1): each scaffold and scaffold component shall be capable of supporting, without failure, its own weight and at least four times the maximum intended load applied or transmitted to it. Paragraph (f)(1) adds the operational half: scaffolds and components shall not be loaded in excess of their maximum intended loads or rated capacities, whichever is less.
Who builds it is not open either. 1926.451(f)(7): scaffolds shall be erected, moved, dismantled, or altered only under the supervision and direction of a competent person qualified in scaffold erection, and those activities shall be performed only by experienced and trained employees selected for that work by the competent person. Paragraph (f)(2) prohibits shore and lean-to scaffolds outright.
The word that catches users is altered. Sliding a plank over, removing a guardrail section to land material, taking out a cross brace to get a wheelbarrow through, adding a frame to gain a lift — all of those are alterations, and none of them are a user's call. If the scaffold does not suit the work, the fix is a request to the competent person, not an adjustment.
2 The platform under your feet
Platform requirements are where a quick visual check pays off. Under 1926.451(b):

Those numbers exist because of specific accidents. A gap wider than an inch swallows a foot and a dropped tool. A platform more than 14 inches from the wall invites the sideways lean that takes people over the front. A plank cantilevered past its support is a diving board.
3 Stability, access and clearances
A supported scaffold with a height-to-base-width ratio of more than 4:1 must be restrained from tipping by guying, tying, bracing or equivalent means (1926.451(c)(1)). That is the rule behind the ties you see going into the wall as a frame scaffold gets tall, and it applies to narrow rolling towers too.
Access has its own paragraph, and it names the thing everyone does anyway. 1926.451(e)(1): when scaffold platforms are more than 2 feet above or below a point of access, you must use portable, hook-on or attachable ladders, stair towers, stairway-type ladders, ramps, walkways, integral prefabricated access, or direct access from another surface — and crossbraces shall not be used as a means of access. Climbing the frame is not access.
Power lines get a table of their own in 1926.451(f)(6). Scaffolds and any conductive material handled on them may not come closer to exposed and energized lines than: 3 feet for insulated lines under 300 volts; 10 feet for insulated lines from 300 volts to 50 kV; 10 feet for uninsulated lines under 50 kV; and above 50 kV, 10 feet plus 0.4 inch for each kilovolt over 50. Closer work is allowed only after the utility has been notified and has de-energized, relocated, or installed protective covering on the lines.
Two more operational limits worth carrying: 1926.451(f)(8) prohibits working on scaffolds covered with snow, ice or other slippery material except to remove it, and (f)(9) requires tag lines or equivalent control when swinging loads are hoisted near a scaffold.
4 Fall protection on scaffolds
The trigger height is different from the rest of construction. 1926.451(g)(1): each employee on a scaffold more than 10 feet above a lower level shall be protected from falling — not 6 feet, which applies to walking/working surfaces under Subpart M.
Guardrail criteria for scaffolds are also their own. Under 1926.451(g)(4)(i), guardrails go along all open sides and ends of platforms and must be installed before the scaffold is released to anyone other than the erection crew. Top rail height, for supported scaffolds manufactured or placed in service after January 1, 2000, is between 38 and 45 inches above the platform; older scaffolds and suspended scaffolds where both a guardrail and personal fall arrest are required use 36 to 45 inches. Intermediate members such as balusters may not be more than 19 inches apart, and crossbracing counts as a midrail only when the crossing point is 20 to 30 inches above the platform, or as a top rail when the crossing point is 38 to 48 inches above it.
Falling objects are covered by 1926.451(h)(1): in addition to wearing hard hats, each employee on a scaffold shall be provided with protection from falling hand tools, debris and small objects through toeboards, screens, guardrail systems, debris nets, catch platforms or canopies. Objects too large or heavy to be contained must be kept away from the edge and secured.
5 The inspection you rely on, and the one you do
1926.451(f)(3): scaffolds and scaffold components shall be inspected for visible defects by a competent person before each work shift, and after any occurrence which could affect structural integrity — a vehicle strike, a windstorm, a load dropped on the deck.
That inspection is not yours, but the thirty-second look before you climb is. Walk the base: are the mudsills and base plates on firm ground, are the screw jacks in contact, is anything sinking into mud or perched on a block? Look up the tower: are the ties in place, are all the braces pinned, are the frames plumb? Look at your level: is it fully planked, are the planks secured against uplift, are the guardrails complete on all open sides, is the access ladder attached? If any answer is no, do not climb — report it.
6 Training, and the rolling scaffold everyone gets wrong
29 CFR 1926.454(a) requires every employee who works on a scaffold to be trained by a person qualified in the subject matter to recognize the hazards of the scaffold type in use, covering electrical, fall and falling-object hazards; the correct procedures for dealing with them; the proper use of the scaffold and handling of materials on it; and the maximum intended load and load-carrying capacity. Erectors, dismantlers, movers and inspectors get a broader training under (b), delivered by a competent person. Retraining is required when the site changes, the equipment changes, or performance shows the training did not hold (454(c)).
Finally, mobile scaffolds — the rolling towers used on interior work — collect their own set of errors: riding the scaffold while it is moved when the conditions of the standard for doing so are not met, casters left unlocked, working from the top with the guardrail removed to reach the ceiling, and extending the height beyond the 4:1 restraint limit by adding a frame. The rule that prevents most of them is the one from paragraph (f)(7): moving or altering a scaffold is competent-person work.
- 1926.451(a)(1): scaffolds support their own weight plus four times the maximum intended load; (f)(1) forbids exceeding the rated capacity.
- 1926.451(f)(7): erecting, moving, dismantling or altering a scaffold is done only under a competent person's supervision by trained, selected employees.
- Platforms: fully planked, gaps no more than 1 inch, at least 18 inches wide, front edge within 14 inches of the work face.
- 1926.451(g)(1): fall protection on scaffolds starts at more than 10 feet; post-2000 supported scaffold top rails sit 38 to 45 inches above the platform.
- 1926.451(e)(1): crossbraces are never a means of access; (c)(1) requires guying or tying above a 4:1 height-to-base ratio; (f)(6) sets power line clearances from 3 to 10 feet and beyond.
- 1926.451(f)(3): competent-person inspection before each work shift and after any event affecting structural integrity — the scaffold tag is practice, the inspection is the rule.
