3.3 Grades, docks, trailers and railcars

A dock is the one place on site where a forklift, a truck driver, a trailer that can move and a four-foot drop are all within a few feet of each other. It is also where 1910.178 gets unusually specific: which way the load faces on a grade, what has to be chocked, what has to be checked before you drive onto it. These are the paragraphs worth knowing word for word.

1 Grades: the rule that reverses

1910.178(n)(7) opens simply — grades shall be ascended or descended slowly — and then (n)(7)(i) gives the rule that catches everyone: when ascending or descending grades in excess of 10 percent, loaded trucks shall be driven with the load upgrade.

Load upgrade means the load points uphill in both directions of travel. Going up a ramp with a load, you drive forward. Coming down the same ramp with the same load, you drive in reverse. The reason is the moment arithmetic of Part 2: on a downgrade with the load pointing downhill, gravity adds to the load moment about the front axle, which is the direction the truck already wants to tip.

1910.178(n)(7)(iii) adds the companion rule: on all grades the load and load engaging means shall be tilted back if applicable, and raised only as far as necessary to clear the road surface. Note "on all grades" — the 10 percent threshold applies to the load-upgrade rule, not to this one.

Common mistake: applying the load-upgrade rule to an empty truck. With no load, the truck's own center of gravity is toward the counterweight, so an unloaded truck travels with the forks downgrade — the mirror image. Check your operator's manual, which will say so explicitly.

2 The edge

1910.178(m)(6) is one sentence and it covers the most common fatal dock incident: a safe distance shall be maintained from the edge of ramps or platforms while on any elevated dock, platform or freight car. The same paragraph adds that trucks shall not be used for opening or closing freight doors.

"A safe distance" is deliberately not a number, because the distance depends on the truck, the load, the surface and the speed. What it means in practice is that the edge is treated as a hazard with a standoff, not as a line you drive up to. A wheel over the edge of a dock takes the whole truck with it, and the operator lands under it.

Dock edges also mean falling loads and falling people. 1910.178(m)(2)'s prohibition on standing or passing under raised forks applies at the dock like anywhere else, and the yard staff, drivers and dock workers moving around your truck are precisely the pedestrians 1910.178(l)(3)(ii)(D) makes a required training topic.

3 Trailers: what has to happen before you drive on

Trailer creep and early departure are the two mechanisms behind most trailer incidents, and paragraph (k) plus 1910.178(m)(7) address both.

    Brakes set, wheels chocked. 1910.178(k)(1): the brakes of highway trucks shall be set and wheel chocks placed under the rear wheels to prevent the trucks from rolling while they are boarded with powered industrial trucks. 1910.178(m)(7) repeats it for trucks, trailers and railroad cars alike.

    Support an uncoupled trailer. 1910.178(k)(3): fixed jacks may be necessary to support a semitrailer and prevent upending during loading or unloading when the trailer is not coupled to a tractor. A loaded forklift at the nose of an uncoupled trailer can stand it on end.

    Check the floor. 1910.178(m)(7): the flooring of trucks, trailers and railroad cars shall be checked for breaks and weakness before they are driven onto. Look before you commit the front wheels — soft or holed trailer decking is common on older equipment.

    Secure the dockboard. 1910.178(n)(11): dockboards or bridgeplates shall be properly secured before they are driven over, shall be driven over carefully and slowly, and their rated capacity shall never be exceeded.

    Light the trailer. A dark trailer after a bright dock is effectively a blind entry. Lights on the truck and in the trailer are what let (n)(6) — keep a clear view of the path of travel — mean anything.
On the job: chocks and a restraint are for the truck driver's benefit as much as yours. A driver who pulls away with your forklift inside the trailer has usually not been told you were in there. Agree the signal — restraint light, keys held at the desk, a physical sign — and use it every time.

4 Dockboards and bridgeplates

The plate that bridges the gap carries your whole loaded truck and it has a rating. 1910.178(n)(11) makes exceeding that rating a violation, and it also requires the plate to be properly secured before you drive over it and driven over carefully and slowly.

1910.26 sets what the dockboard itself must be. Under 1910.26(a), dockboards must be capable of supporting the maximum intended load in accordance with 1910.22(b). Under 1910.26(b)(1), dockboards put into initial service on or after January 17, 2017 must be designed, constructed and maintained to prevent transfer vehicles from running off the dockboard edge — unless the employer demonstrates there is no such hazard, the exception in (b)(2). Under 1910.26(c), portable dockboards must be secured by anchoring them in place or by using equipment or devices that prevent the dockboard from moving out of a safe position; where the employer demonstrates that securing is not feasible, there must be sufficient contact between the dockboard and the surface to keep it in a safe position.

The practical translation is short: a plate that shifts under you, has no lip, or is not rated for your loaded truck weight is a finding, not an inconvenience. And your loaded truck weight is the truck weight on the data plate plus the load, which is one more reason Part 1, Chapter 3 asked you to know the truck weight field.

5 Railcars

Railcars add a hazard trailers do not have: the car can be moved by something a long way away. 1910.178(k)(2) requires wheel stops or other recognized positive protection to prevent railroad cars from moving during loading or unloading operations, and 1910.178(k)(4) requires positive protection to prevent railroad cars from being moved while dockboards or bridge plates are in position.

Two travel rules from Chapter 2 belong here as well. 1910.178(n)(5) requires railroad tracks to be crossed diagonally wherever possible, and prohibits parking closer than 8 feet from the center of railroad tracks. Both are about the same thing: a rail vehicle has no steering and cannot avoid you.

Where a site uses derails, blue flag or blue light protection, that system is the "positive protection" the standard is asking for, and it belongs to the railroad operation rather than to the forklift operator. Know who sets it and how you confirm it is set before your wheels touch the car.

6 The dock as a system

Every rule in this chapter is a control against one of three failures: the vehicle moves, the surface gives way, or the truck goes over the edge. Reading them that way makes the sequence easy to remember and hard to shortcut.
