1.1 What counts as a powered industrial truck

Most people call it a forklift. OSHA calls it a powered industrial truck, and that wider name is deliberate: 29 CFR 1910.178 covers the sit-down counterbalanced truck in the shipping bay, the electric pallet jack in the aisle, the order picker, the reach truck and the rough terrain machine in the yard. If it is a mobile, power-propelled truck used to carry, push, pull, lift, stack or tier material, the standard is looking at it — and so is the training requirement.

1 One standard, many machines

29 CFR 1910.178(a)(1) sets the scope: the section contains safety requirements relating to fire protection, design, maintenance and use of fork trucks, tractors, platform lift trucks, motorized hand trucks, and other specialized industrial trucks powered by electric motors or internal combustion engines. That list is doing real work. A motorized hand truck — the walk-behind electric pallet jack that almost nobody thinks of as a forklift — is named in the scope, which means its operator needs the same training, evaluation and certification as the person on the 8,000 lb counterbalanced machine.

1910.178(a)(1) also names what the standard does not cover: compressed air or nonflammable compressed gas-operated industrial trucks, farm vehicles, and vehicles intended primarily for earth moving or over-the-road hauling. A skid steer moving dirt is not a powered industrial truck. The same machine fitted with pallet forks and used to set material is a harder question, and the answer on your site belongs to your employer, not to a website.

2 Why a forklift is not a car

1910.178(l)(3)(i)(B) makes "differences between the truck and the automobile" a required training topic in its own right. That is unusual — the standard rarely tells a trainer what to compare — and it exists because almost every new operator arrives with twenty years of car reflexes that are wrong here.

A car steers with the front wheels and carries its weight between the axles. A counterbalanced forklift steers with the rear wheels and carries its load outside the front axle, balanced by a counterweight in the tail. Steering from the back means the rear end swings wide through a turn: the tail sweeps out toward the rack, the pedestrian, the parked trailer. Carrying the load outside the wheelbase means the machine is a lever, and Part 2 of this course is entirely about what that lever does to you.

Two more differences matter every single shift. A loaded forklift is heavy far beyond what its size suggests — a 5,000 lb capacity truck often weighs 9,000 lb empty, so the loaded machine can be four times the weight of a passenger car in a package half the length. And braking distance is long, because that weight sits on small, hard wheels with no suspension to speak of.

On the job: the rear-swing lesson is best learned with cones in an empty bay, not with a rack leg. When you check the mirror in a turn, you are not looking for traffic behind you — you are looking at where your own tail is going.

3 Where the rules come from

Three layers of rule apply to the machine you are about to climb onto, and they answer different questions.

There is a fourth layer that beats all of them in daily life: the operator's manual for your specific truck. 1910.178(l)(3)(i)(M) makes "any other operating instructions, warnings, or precautions listed in the operator's manual" a required training topic. When the manual and a general rule of thumb disagree, the manual wins.

4 What actually kills and injures people

Forklift incidents concentrate into a short list of mechanisms, and every one of them maps onto a paragraph you will meet later in this course. Knowing the list up front is worth more than memorizing it at the end.

  • Tip-over. Lateral or forward, almost always with a raised load, a turn, a grade, or an overload behind it. Part 2 is about the physics; the seat belt is about surviving it.
  • Struck pedestrian. Blind corners, reversing, and a load that blocks forward view. 1910.178(n)(4) and (n)(6) address all three directly.
  • Crushed between. The truck and a rack, a wall, a trailer, or a dock face. Often a pedestrian standing where the tail swings.
  • Fall from a dock or off a trailer. A trailer that moved, a dockplate that shifted, a floor that gave way. 1910.178(k) and (m)(7) exist for exactly this.
  • Falling load. Unstable or badly arranged material, or someone standing under raised forks — prohibited outright by 1910.178(m)(2).
  • Atmosphere. Carbon monoxide from an engine truck in a closed space, or hydrogen and acid in a charging room. Part 4 covers both.
Common mistake: assuming the danger is only to the operator. On a busy floor the person most likely to be hurt by a forklift is a pedestrian on foot who never touched one — which is why 1910.178(l)(3)(ii)(D) makes pedestrian traffic a required training topic for the driver.

5 Approved trucks and what "approved" means

1910.178(a)(2) requires that all new powered industrial trucks acquired and used after February 15, 1972 meet the design and construction requirements for powered industrial trucks established in the standard, and 1910.178(a)(3) says that approved trucks bear a label or other identifying mark indicating approval by the testing laboratory.

1910.178(a)(7) defines the term precisely: an approved truck is one that is listed or approved for fire safety purposes for the intended use by a nationally recognized testing laboratory, using nationally recognized testing standards. Note the narrowness. Approval here is about fire and explosion risk in the location where the truck is used — it is not a general safety blessing, and it says nothing about whether the truck is right for your load or your aisles.

Two related duties fall on the user rather than the manufacturer, and they are frequently missed. Under 1910.178(a)(4), modifications and additions that affect capacity and safe operation may not be performed by the customer or user without the manufacturer's prior written approval, and the capacity, operation and maintenance plates, tags or decals must be changed accordingly. Under 1910.178(a)(6), the user must see that all nameplates and markings are in place and maintained in a legible condition. A data plate that has been painted over or rubbed blank is a violation of the standard as well as a practical problem, and Chapter 3 is about reading the one on your truck.

6 Where this course fits, and where it stops

1910.178(l)(2)(ii) requires operator training to consist of a combination of formal instruction, practical training, and an evaluation of the operator's performance in the workplace. Those are three separate things, and only the first can be delivered by reading.

This course is formal instruction on the topics 1910.178(l)(3) lists — truck controls, visibility, capacity, stability, inspection, refueling and charging, operating limitations, plus the workplace topics of surface conditions, load composition, pedestrians, narrow aisles, classified locations, ramps and ventilation. It is deliberately thorough on the parts operators are rarely taught properly, particularly capacity and stability.

It cannot do the other two thirds. Nobody can evaluate your performance through a screen, and 1910.178(l)(6) puts the certification squarely on your employer: the record must name the operator, the date of the training, the date of the evaluation, and who performed them. Use this to arrive at your evaluation already knowing the material — not to skip it.
