5.3 Signals and communication
The load moves when someone says so, and the whole safety of that arrangement rests on two rules: only one person is saying so, and everyone can stop it. Subpart CC of the construction standards spends four sections on signals, and almost all of it is about removing ambiguity — who signals, in what language, on what channel, and what happens when the communication fails.
1 When a signal person is required
1926.1419(a) gives three triggers, and any one of them is enough:
- 1The point of operation — meaning the load travel, or the area near or at load placement — is not in full view of the operator.
- 2The equipment is traveling and the view in the direction of travel is obstructed.
- 3Due to site specific safety concerns, either the operator or the person handling the load determines that it is necessary.
The first trigger is stricter than crews often read it. "Full view" means the whole of the load travel and the placement area — not the pick, not most of it. And the third gives the rigger on the ground an independent right to require a signal person, which is worth saying out loud on a site where that has never been used.
2 Four kinds of signal
1926.1419(b): signals to operators must be by hand, voice, audible, or new signals. Each has its own rules, and each of them is a real option rather than a fallback.

And a posting duty that is easy to satisfy and easy to forget: 1926.1422 requires hand signal charts to be either posted on the equipment or conspicuously posted in the vicinity of the hoisting operations. The Standard Method chart is Appendix A of the subpart, published by OSHA; the underlying consensus standard, ASME B30.5, is a paid document, so use OSHA's own appendix or the chart your equipment supplier provides rather than copying one from a private source.
3 One signaller, and one exception
1926.1419(h): only one person may give signals to a crane or derrick at a time. That is the rule that makes the whole arrangement work, and the one most often broken with good intentions — a second person who can see something the signaller cannot, waving.
The exception is the one that has to be broken: 1926.1419(j) — anyone who becomes aware of a safety problem must alert the operator or signal person by giving the stop or emergency stop signal, and the operator is required to obey a stop or emergency stop signal. So the arrangement is precise: one person gives direction; anyone can give a stop.
Handover follows from it. If the signal person has to move, look away, or leave, the lift stops until a named replacement is in position and everyone knows who it is. There is no such thing as briefly having two signallers, and no such thing as briefly having none.
4 The operator's perspective, and multiple cranes
1926.1419(k) contains a small sentence that prevents a large class of accidents: all directions given to the operator by the signal person must be given from the operator's direction perspective. "Swing left" means the operator's left, not the signaller's. When the two are facing each other, that is the opposite of what feels natural, and it has to be trained rather than assumed.
Where one signal person is in communication with more than one crane or derrick, 1926.1419(m) requires a system for identifying which machine each signal is for — the signal person names the machine before giving the signal, and the operator confirms it is for them. And 1926.1424(b) adds that where any part of a crane is within the working radius of another, the controlling entity must institute a system to coordinate operations.
5 When communication fails
The standard treats a broken signal path as an emergency rather than an inconvenience. 1926.1419(f): during operations requiring signals, the ability to transmit signals between the operator and the signal person must be maintained; "if that ability is interrupted at any time, the operator must safely stop operations requiring signals until it is reestablished and a proper signal is given and understood."
Note the two conditions for restarting: re-established, and a proper signal given and understood. Not "we can hear each other again" — a signal has to be exchanged and confirmed.
Mirroring it from the other side, 1926.1419(g): if the operator becomes aware of a safety problem and needs to communicate with the signal person, the operator must safely stop operations, and they must not resume until the operator and signal person agree the problem has been resolved.
Practical consequences worth building into the plan: agree in advance what happens on radio loss (usually: stop, hold, revert to hand signals if there is a line of sight, otherwise land the load if it can be landed safely); test the radios before the lift as 1926.1420(a) requires; and keep the channel dedicated, because a lift that shares a channel with the rest of the site has already lost the argument about clarity.
6 The short version for the tailgate
- 1Name the signal person. One, by name, visible.
- 2Agree the method — Standard Method hand signals, or radio on a stated channel, tested.
- 3Agree any non-standard signal in advance, with the operator, and only if the Standard Method does not cover the operation.
- 4Say the perspective rule out loud: left and right are the operator's.
- 5Say the stop rule: anyone, any time, and the operator obeys it.
- 6Say the failure rule: lost communication means stop, and restarting takes a signal given and understood.
- A signal person is required when the point of operation is out of the operator's full view, when travel is obstructed, or when the operator or the person handling the load calls for one.
- Hand signals must be the Standard Method of Appendix A; non-standard signals need prior agreement and only where the Standard Method does not cover the operation.
- Radios: tested on site before operations, dedicated channel, hands-free reception for the operator.
- A voice signal has three elements in order: function, direction, distance or speed, then function and the stop command.
- Only one person signals at a time — but anyone who sees a safety problem gives the stop signal, and the operator must obey it.
- Lost communication stops the lift; restarting requires the ability to be re-established and a proper signal given and understood.
