4.2 The inspection before every shift
Rigging equipment is inspected prior to use on each shift. That single sentence is the most frequently applied requirement in the whole subject, and it is also the one most often satisfied by a glance at a pile of slings on the way to the truck. This chapter is about what the standard actually asks for, who has to do it, and how to run it in the two minutes it really takes.
1 The requirement, in both standards
1926.251(a)(1), construction: "Rigging equipment for material handling shall be inspected prior to use on each shift and as necessary during its use to ensure that it is safe. Defective rigging equipment shall be removed from service."
1910.184(d), general industry: "Each day before being used, the sling and all fastenings and attachments shall be inspected for damage or defects by a competent person designated by the employer. Additional inspections shall be performed during sling use, where service conditions warrant. Damaged or defective slings shall be immediately removed from service." 1926.251(a)(6) repeats this wording for construction.
Four things to notice, because each of them is regularly missed:
- 1"Prior to use on each shift" — not weekly, not when it looks rough. Every shift, before use.
- 2"And all fastenings and attachments" — the shackles, hooks, master links and connectors are part of the inspection, not adjacent to it.
- 3"As necessary during its use" — a sling that has done something unusual gets looked at again before the next pick.
- 4"By a competent person designated by the employer" — a role, assigned to a named person, not a general aspiration.
2 What "competent person" means here
1926.32(f) defines a competent person for construction as one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.
The second half is the half that gets dropped. Someone who can spot a bird-caged wire rope but has to ask a supervisor for permission to take it out of service does not satisfy the definition. The person doing the daily sling inspection has to be able to pull gear out of service on the spot, without negotiating.
Note the difference from a qualified person, defined in 1926.1401 for crane work: someone who, by a recognized degree or professional standing, or by extensive knowledge, training and experience, has demonstrated the ability to solve or resolve problems relating to the subject matter or the work. Competent is about recognising and being empowered to act; qualified is about being able to resolve the problem. A qualified rigger, as Part 5 covers, is a rigger who meets the criteria for a qualified person.
3 A route that works for any sling
Inspect in the same order every time, because a route beats a checklist you have memorised badly.
- 1Tag first. Present, legible, and for this sling. If it fails here, stop — nothing further matters, because the sling cannot be used regardless of condition.
- 2Both end fittings. Hooks for cracks, opened throats and twist; latches; shackles for the right pin, marking and deformation; master link for wear and seating.
- 3Both eyes or terminations. Splices, sleeves, swages, stitching — the highest-stress part of most slings.
- 4The body, end to end, all the way round. Run it through your hands for chain and web; never with a bare hand on wire rope — OSHA's guidance is explicit that broken wires can puncture the hand. Rotate it as you go so you see all sides.
- 5The last three feet before each fitting, again, deliberately. Damage concentrates where the sling bends over its own hardware.
- 6Ask what it did yesterday. Heat, chemicals, a shock load, a corner without protection — history you cannot see is history the next lift inherits.
4 The thing you are looking for is a condition, not a score
This is the mental shift that makes sling inspection fast. The standard does not ask you to grade a sling. It lists conditions, and each one is present or absent. If any is present, the sling is removed from service immediately — the word "immediately" appears in the removal paragraph for every sling material.
There is no "monitor it," no "use it for light loads," no "finish this lift and then." Chapter 4.3 walks through the lists material by material. What matters here is the decision rule: you are running a series of yes-or-no questions, and one yes ends the sling's day.
The corollary is that the inspection is short. A rigger who knows the conditions can clear a sling in well under a minute, because they are not weighing anything up.
5 Inspecting after the lift, and during it
"As necessary during its use, where service conditions warrant" is the part of the rule with no fixed trigger, so give it some. A second look is warranted after any of these:
- The load hung up, dropped onto the slings, or was snatched — and remember that shock loading is prohibited outright, so this is also an incident to report.
- A sling was found bearing on an unprotected edge.
- The load was landed on the slings and they had to be freed — which itself should not have happened, per 1910.184(c)(12).
- Anything hot, chemical or unexpected touched the sling.
- The lift was near the sling's rated capacity.
- The gear came back from another crew, another site, or a rental yard.
Inspecting after the lift is not required in those words, but it is the habit that protects the next crew, and it catches edge damage while the cause is still obvious. A sling that is going back on the rack is a sling somebody else will pick up in the dark.
6 Making it survive a busy morning
The daily inspection fails for practical reasons, not philosophical ones: the gear is in a heap, the light is bad, there is nowhere to put a rejected sling, and the crew is late. Four fixes cover most of it.
- Store slings on a rack, not in a box. Tangled gear cannot be inspected and damages itself. OSHA's guidance asks for storage away from mechanical damage, corrosion, moisture, extreme temperature and kinking.
- Have a red bin. A physically separate, clearly identified place for out-of-service gear — covered in Chapter 4.4.
- Inspect at the rack, in daylight. Make it a step in getting the gear, not a step in using it.
- Clear the work area afterwards. 1926.251(a)(3): rigging equipment, when not in use, must be removed from the immediate work area so it does not present a hazard.
None of that is regulatory ingenuity. It is the difference between a requirement that is met and one that is written down.

- A competent person must have the authority to pull gear out of service on the spot — 1926.32(f).
- Use the same route every time: tag, fittings, eyes, body all the way round, the last three feet, then history. Never run a bare hand along wire rope.
- You are checking conditions, not grading. One condition present means immediate removal from service.
- Racks, daylight, a red bin and clearing the area afterwards are what make the daily inspection actually happen.
