Roof Work and the Leading Edge

Why it matters

Falls to a lower level are the leading cause of death in construction — 397 workers, 36.4% of all construction fatalities in 2022 — and roofers carry the highest fatal rate of any occupation examined, 57.5 per 100,000 FTEs (CPWR Data Bulletin, July 2024, from BLS CFOI). On August 8, 2024, a painting crew's boom-supported platform was taken off site for repair. The work did not stop: an employee moved onto the second-level roof and fell more than 19 feet onto concrete steps (OSHA Accident Summary Nr 169626.015). When the protection leaves and the schedule stays, this is what happens.

Key points

  • Six feet, not ten. 1926.501(b)(1): guardrails, nets or personal fall arrest at 6 ft above a lower level. Ten feet belongs to scaffolds, a different standard.
  • Know your pitch before you plan the day. Low-slope is 4 in 12 or flatter — 1926.500(b). On a steep roof, (b)(11) gives three options only: guardrails with toeboards, nets, or fall arrest. No warning line, no monitor.
  • The leading edge is its own rule. (b)(2)(i) covers the crew building the edge; (b)(2)(ii) covers everyone else on that surface — including the workers nowhere near it.
  • Warning lines are measured, not paced. 1926.502(f): at least 6 ft from the edge, 10 ft where equipment runs at it, flagged every 6 ft, 34 to 39 in high, all the way around.
  • A monitor monitors, full stop. 1926.502(h)(1): a competent person, on the same surface, within sight, within earshot, with no other duties. If they are also running the crew, you do not have a monitor.
  • Monitor alone is the narrow exception. Low-slope roofs 50 ft or less in width — (b)(10). Everything else needs a real system.
  • Skylights and roof openings are holes. (b)(4) names skylights. Cover them, guard them or tie off — a dome holds nothing.
  • No protection means no work. A 1926.502(k) plan is for infeasibility only, in writing, and OSHA presumes protection is feasible. The burden sits with the employer.

  • Set the anchor and check clearance below before the first trip out.
  • Measure the warning line offsets with a tape.
  • Cover or guard every hole and skylight before work starts.
  • Name the monitor out loud and free them of other work.

Don't

  • Use a warning line on a steep roof.
  • Keep working the edge after the lift or the rail leaves.
  • Step or kneel on a skylight dome.
  • Treat a busy foreman as a safety monitor.

Frequently asked questions

Six feet above a lower level, under 29 CFR 1926.501(b)(1), (b)(10) for low-slope roofs and (b)(11) for steep roofs. Ten feet is the scaffold number, 1926.451(g)(1) — a different standard for a different surface. On a roof, six is the number.

A slope less than or equal to 4 in 12, vertical to horizontal, per the definition at 1926.500(b). Anything steeper than 4 in 12 is a steep roof, and the options narrow sharply: 1926.501(b)(11) allows only guardrail systems with toeboards, safety nets or personal fall arrest — no warning line, no safety monitor.

Not on its own, except in one narrow case. On a low-slope roof, 1926.501(b)(10) allows a warning line combined with guardrails, nets, personal fall arrest or a safety monitoring system. A safety monitoring system alone is permitted only on a low-slope roof 50 feet or less in width. 1926.502(f) then sets the line itself: at least 6 feet from the edge, or 10 feet from the edge perpendicular to mechanical equipment travel, flagged every 6 feet, 34 to 39 inches high.

Monitor, and nothing else. 1926.502(h)(1) requires a competent person who can recognize fall hazards, who warns the employee, who is on the same surface within visual sighting distance, close enough to communicate orally — and who shall not have other responsibilities that could take their attention from the monitoring function. A foreman running the crew is not a safety monitor.

Yes, explicitly. 1926.501(b)(4)(i) names skylights and requires protection from falling through holes more than 6 feet above a lower level by personal fall arrest systems, covers or guardrail systems. A skylight dome is not a cover and will not hold a person.
