Hot Work Fire Watch

Hazards: Fire started by sparks, slag and embers during welding, cutting or grinding · Smoldering fires that break out after the crew has left · Fire spreading through wall and floor openings or by conduction to the opposite side

Why it matters

Hot work fires rarely start at the arc. They start twenty feet away, on the far side of a wall, or on the level below - and the worst ones break out after the crew has packed up. On July 29, 2008, three workers welding on top of an 80-foot tank at a Wisconsin mill were killed when sparks lit flammable gas nobody knew was in it. The Chemical Safety Board counts more than 60 deaths since 1990 from hot work on and around tanks (Bulletin 2009-01-SB).

Key points

  • The welder cannot watch himself. OSHA is explicit: the person doing the hot work cannot be the fire watch, and the fire watch performs no other duties while the work runs.
  • 35 feet, in every direction. Combustibles inside that radius get moved, covered with fire-resistant guards or swept up.
  • Cover the holes first. Openings, cracks, open doorways and broken windows inside that radius let slag drop where you will never see it land.
  • Watch the far side and the level below. Metal conducts: if combustibles behind a wall or under a deck stayed put, a second watch stands where they are.
  • Fight only what you can beat. Attack a fire only when it is obviously within your equipment and your training. Otherwise sound the alarm and clear out.
  • On or near a tank or drum, test the air. No hot work on a used container until it is cleaned or purged, and the CSB says monitor with a calibrated gas detector even where nobody expects flammables.
  • Half an hour is the floor. 1910.252 sets 30 minutes after completion; construction sets no number at all; most sites use 60. Write down when the watch ended.

Do

  • Walk the 35 ft yourself before the permit is signed, including below and behind.
  • Check the extinguisher is charged and in reach before the first spark.
  • Get a qualified replacement before you leave the area for any reason.
  • Stop the job when something changes - you have that authority.
  • Log the time the work stopped and the time the watch was released.

Don't

  • Take the watch on top of your own work, or on top of a radio you have to answer.
  • Cut in a sprinklered building while the sprinklers are impaired.
  • Assume the blanket caught everything - lift it and look before you leave.
  • Leave at the last weld because the shift is over.

Frequently asked questions

No. OSHA Fact Sheet 4188 says the person performing the hot work cannot be the fire watch, because that worker is concentrating on their own work and will not react quickly enough if a fire ignites. The same fact sheet says the fire watch cannot perform other duties either - watching for fire is the whole job while the work runs.

Under 1910.252(a)(2)(iii)(A), whenever welding or cutting happens where other than a minor fire might develop, or where appreciable combustibles sit closer than 35 feet, or are further away but easily ignited by sparks, or wall and floor openings within a 35-foot radius expose combustibles including concealed spaces, or combustibles on the opposite side of a metal wall, partition, ceiling or roof could be ignited by conduction or radiation.

At least half an hour in general industry - 1910.252(a)(2)(iii)(B) requires the watch to be maintained for at least a half hour after completion, to detect and extinguish possible smoldering fires. In construction, 1926.352(e) asks for personnel to guard against fire for a sufficient period of time after completion and gives no number. Most sites and insurers use 60 minutes, the figure from NFPA 51B.

Fire extinguishing equipment readily available and the training to use it, per 1910.252(a)(2)(iii)(B), plus familiarity with the facilities for sounding an alarm. 1926.352(d) requires suitable fire extinguishing equipment immediately available in the work area and maintained in readiness for instant use.

Only when it is obviously within the capacity of the equipment available and within their training - that is the wording of 1910.252(a)(2)(iii)(B). Anything bigger, sound the alarm and get people out. OSHA 4188 adds that the fire watch has the authority to stop the work when conditions change.

The atmosphere. 1910.252(a)(3)(i) bars hot work on used drums, barrels, tanks and containers until they are cleaned thoroughly enough to be certain no flammable material or substance that heat could turn into flammable or toxic vapor remains, with lines disconnected or blanked. The Chemical Safety Board reviewed 11 such incidents and its first lessons are to analyze the hazards and monitor the atmosphere with a calibrated combustible gas detector, even where a flammable atmosphere is not anticipated.

Where nobody looked. OSHA Fact Sheet 4188 lists openings around pipes passing through decks, overheads or bulkheads; concealed spaces holding combustible insulation; gaps in fire barriers; equipment with combustible linings; and conveyors. Sparks and slag travel, and a smoldering fire takes its time.
