Fire Watch Log Generator

A hot work permit authorizes the job. It does not record the fire watch. This generator builds the log that does: who was assigned, what was checked before the torch was lit, what the watcher saw and when, and the clock on the post-work monitoring period that OSHA sets at a minimum of half an hour after the work stops.

How to use this log

    Start from the permit. If you built the hot work permit in this browser, the button at the top of step 1 copies the job details across so you are not typing them twice. The permit authorizes the job; this log records the watch.

    Name the watcher, and the relief. The most common failure is not an unwatched job, it is an unwatched fifteen minutes: the watcher goes for coffee, nobody replaces them, and the log has no gap because nobody was writing anything down.

    Print it blank if the job is already running. Leave the entry rows empty and the printed sheet comes out ruled, ready for a pen and a clipboard.

    Set the stop time and let the sheet do the clock. Enter the time the hot work stopped and the watch period; the log prints the earliest time the watch can be released, so the argument at shift change is settled in advance.

    Sign at release, not at the last weld. The last line is signed once the area has been inspected and found free of further fire hazard. Attach the log to the permit and keep them together.

What OSHA requires

No standard requires a document called a fire watch log. What the standards require is the fire watch itself, and 29 CFR 1910.252(a)(2)(iv) says the area is inspected before cutting or welding is permitted, with the precautions designated “preferably in the form of a written permit.” The log is how you show afterwards that the watch actually happened, who kept it, and what time it ended — which a permit alone never proves. In shipyard employment, 29 CFR 1915.504 goes further and requires a written fire watch policy.

When a fire watch is required

1910.252(a)(2)(iii)(A) requires fire watchers whenever welding or cutting is performed in locations where other than a minor fire might develop, or where any of these four conditions exists:

How long the watch lasts — and why the answer differs

General industry says half an hour. Construction says nothing. 1910.252(a)(2)(iii)(B): “A fire watch shall be maintained for at least a half hour after completion of welding or cutting operations to detect and extinguish possible smoldering fires.” 1926.352(e) instead requires additional personnel to guard against fire during the work “and for a sufficient period of time after completion of the work to ensure that no possibility of fire exists” — no number at all. On a construction site the duration is your decision, and you should be able to explain how you arrived at it.

Most sites and most insurers work to 60 minutes, the figure that comes from NFPA 51B; OSHA incorporates the standard by reference at 1910.252(a)(1) and cites it in its own hot work materials. OSHA Fact Sheet 4188 adds a step past that: NFPA 51B recommends that after the established watch period, fire monitoring continues in the hot work area for up to an additional three hours, as determined by the person authorizing the permit. This log records both clocks.

What the fire watch must be able to do

  • Have extinguishing equipment readily available and be trained in its use, and be familiar with the facilities for sounding an alarm — 1910.252(a)(2)(iii)(B).
  • Watch for fires in all exposed areas, and try to extinguish them only when obviously within the capacity of the equipment available; otherwise sound the alarm — same paragraph.
  • Not be the person doing the hot work, and not perform other duties while on watch — OSHA Fact Sheet 4188: that worker “is concentrating on their own work and will not be able to react quickly enough should a fire ignite.”
  • Stay through breaks, and be replaced by a qualified person before leaving the area — OSHA 4188.
  • Have the authority to stop the work if conditions change in a way that could start or spread a fire — OSHA 4188.

Where the fire you missed is hiding

OSHA Fact Sheet 4188 lists the places sparks, slag and embers reach that nobody looks at: openings around pipes passing through decks, overheads or bulkheads; concealed spaces with combustible insulation; gaps in fire barriers; equipment with combustible linings; and conveyors. That list is why the watch continues after the torch is off, and why the entry rows on this log ask where you checked and not only when.

This generator produces a template. It does not establish compliance with 1910.252, 1926.352, NFPA 51B, your local fire code or your insurer's requirements; the employer remains responsible for the fire watch and for the accuracy of this record.

In construction, 1926.352(e) requires additional personnel to guard against fire during the work and for a sufficient period of time after completion — with no number attached, which means the duration is your call and you should be able to explain it. NFPA 51B, cited in OSHA's own hot work materials, is where the widely used 60-minute figure comes from, and OSHA Fact Sheet 4188 notes that NFPA 51B recommends monitoring the area for up to three additional hours after the established watch period, as determined by the permit authorizing individual.

No. OSHA Fact Sheet 4188 is explicit: the person performing the hot work cannot be the fire watch, because that worker is concentrating on their own work and will not react quickly enough if a fire ignites. The same fact sheet adds that personnel actively engaged as the fire watch cannot perform other duties — watching for and responding to fire is the only job for the duration.

Under 1910.252(a)(2)(iii)(B) the watcher must have fire extinguishing equipment readily available and be trained in its use, be familiar with the facilities for sounding an alarm, watch for fires in all exposed areas, attempt to put out a fire only when it is obviously within the capacity of the equipment available, and otherwise sound the alarm. OSHA 4188 adds that the watch has the authority to stop the job when conditions change, and that if the watcher has to leave the area the employer assigns a qualified replacement.

No standard names a log by that title in general industry or construction. As many as the work needs. OSHA 4188 explains that where multiple blind compartments are involved, a watch is posted simultaneously in each; where hot material could spread or fall over more than one level, a watch is posted at each affected level unless positive means prevent the spread or fall of hot material. 1910.252(a)(2)(x) adds a specific case: welding on a metal wall, partition, ceiling or roof with combustibles on the other side that were not relocated needs a fire watch on the opposite side.

The precautions of 1910.252(a)(2): combustibles relocated at least 35 feet where practicable or shielded with flameproofed covers or guards; floors swept clean for a 35-foot radius where combustible material is present; floor and wall openings, cracks, open doorways and broken windows protected so sparks cannot drop through; suitable fire extinguishing equipment maintained in a state of readiness for instant use; ducts and conveyors that might carry sparks to distant combustibles protected or shut down; and no hot work at all in a sprinklered building while that protection is impaired.
