JHA vs JSA vs AHA: What Actually Differs

JHA and JSA are two names for the same document, and nothing in federal OSHA turns on which one you use. AHA is genuinely different - not because the analysis differs, but because it is a contract deliverable on federal construction work rather than a safety-program document. And no federal OSHA standard requires any of the three by name.

If you take one thing from this page: the argument about JHA versus JSA is not a safety question, it is a vocabulary question. Pick one term, write it into your program, and put the effort into the content instead.

JHA vs JSA: the same document, twice named

OSHA's only publication on the subject is titled Job Hazard Analysis, OSHA 3071, first issued in 2002 and revised since. It defines the technique in one sentence:

"A job hazard analysis is a technique that focuses on job tasks as a way to identify hazards before they occur. It focuses on the relationship between the worker, the task, the tools, and the work environment."

That is the whole of the federal definition. There is no competing definition of "job safety analysis" anywhere in 29 CFR - and OSHA does not hold the line on its own term either. On page 12 of the same booklet, in the section on what else you need to know before starting, OSHA writes: "When conducting your own job safety analysis, be sure to consult the Occupational Safety and Health Administration standards for your industry." The agency's own guidance uses both names in one document.

Where the two terms differ is culture, not law. "JSA" is older and dominant in construction, heavy industry and utilities; "JHA" tracks OSHA's language and dominates in manufacturing and in corporate EHS programs. Some organisations claim a distinction - that a JSA covers safety while a JHA also covers health exposures, or that a JSA is a field document and a JHA a desk document. Those distinctions are internal conventions. They are not written anywhere with authority, and an inspector will not apply them.

The one place the name matters is internal consistency. If your written program says JSA, your forms say JHA and your subcontractors submit AHAs, nobody can tell whether a required document is missing. That is a real finding, and it has nothing to do with which acronym you chose.

The AHA is a contract deliverable, not an OSHA document

The Activity Hazard Analysis is where a genuine difference lives, and it is procedural rather than technical. The AHA is the term used on US Army Corps of Engineers and NAVFAC construction, where the governing safety document is not 29 CFR alone but the USACE Safety and Health Requirements Manual, EM 385-1-1. On that work the AHA is a submittal: it is prepared for a defined phase of work, reviewed by the government's designated representative, and accepted before that phase begins.

Three consequences follow, and they are what trip up contractors moving from private to federal work:

  • It is on the critical path. A JHA can be written the morning of the task. An AHA that has not been accepted can stop the activity, which means it belongs in the submittal schedule alongside shop drawings, not in the safety binder.
  • It is organised by activity, not by job title. "Structural steel erection, grid lines 4-8" rather than "ironworker." One trade generates several AHAs across a project.
  • It names people and it names authorities. The competent or qualified person for the activity is identified, and the controls are expected to be traceable to the requirement they come from - which is why AHAs cite paragraphs where a private-sector JSA would say "per company policy."
Work from the edition your contract names. EM 385-1-1 is revised periodically and the AHA clause has changed between editions, including its required format. The binding version is the one cited in your contract documents, not the newest one you find online - and the government representative on your project is the authority on what they will accept. Do not build an AHA template from a blog post, this one included.

Everything else about an AHA is a JHA. Steps, hazards, controls, in that order.

What OSHA actually requires

This is the part most pages get wrong, in both directions. There is no federal standard that says "the employer shall prepare a job hazard analysis." What there is, in construction, is a pair of general duties that a JHA is the natural way to discharge:

  • 1926.20(b)(1) and (b)(2). The employer must "initiate and maintain such programs as may be necessary to comply with this part," and those programs "shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers."
  • 1926.21(b)(2). The employer "shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury."

Neither names a form. That is precisely why the JHA became the industry's answer: it produces, on one page, evidence that hazards for a specific task were identified and controls were chosen before the work started. Its absence is not itself a citation. Its absence removes the document you would otherwise hand over.

The analyses OSHA does require by name

Here is where confusion causes real exposure. Several standards mandate a task or process analysis with its own scope, its own content and its own paperwork - and a JHA satisfies none of them:

The PHA is the one most often conflated with a JHA because both are "hazard analyses" of work. They are not comparable. 1910.119(e)(2) requires one of seven named methodologies - What-If, Checklist, What-If/Checklist, HAZOP, FMEA, Fault Tree Analysis, or an appropriate equivalent. 1910.119(e)(4) requires a team with engineering and process-operations expertise including at least one employee with knowledge specific to that process and one knowledgeable in the methodology itself. 1910.119(e)(6) requires revalidation at least every five years, and (e)(7) requires the analyses and the documented resolution of recommendations to be kept for the life of the process. No JHA carries that weight.

How OSHA says to write one

Whatever you call the document, OSHA 3071 is the method statement, and it is short. Five starting steps, in order:

  • Involve your employees. First, not last. They "have a unique understanding of the job, and this knowledge is invaluable for finding hazards."
  • Review your accident history - including near misses, which OSHA calls indicators "that the existing hazard controls (if any) may not be adequate."
  • Conduct a preliminary job review. Anything posing immediate danger gets fixed now: "Do not wait to complete your job hazard analysis."
  • List, rank and set priorities for the jobs whose risks are unacceptable, by likelihood and severity.
  • Outline the steps. Watch the work being done and list each step as the worker takes it - and make clear "you are evaluating the job itself, not the employee's job performance."

Which jobs first

OSHA 3071 gives five priorities, and the third is the one people forget: jobs with the highest injury or illness rates; jobs with the potential to cause severe or disabling injury even with no accident history; jobs "in which one simple human error could lead to a severe accident or injury"; jobs new to the operation or changed; and jobs complex enough to require written instructions.

Describe the hazard, not the word

"Slip hazard" is not a hazard description. OSHA asks five questions - what can go wrong, what are the consequences, how could it arise, what are other contributing factors, how likely is it - and wants the answer written as a scenario with an environment, an exposure, a trigger and a consequence. Its own worked example:

"In the metal shop (environment), while clearing a snag (trigger), a worker's hand (exposure) comes into contact with a rotating pulley. It pulls his hand into the machine and severs his fingers (consequences) quickly."

Three levels of control, in order

Appendix 1 states "the order of precedence and effectiveness of hazard control" as engineering controls, administrative controls, personal protective equipment. Note that OSHA folds elimination and substitution inside engineering controls - "designing the facility, equipment, or process to remove the hazard, or substituting processes, equipment, materials, or other factors to lessen the hazard" - rather than listing them as separate top tiers the way the NIOSH five-level hierarchy does. Either framing is defensible; just do not present a five-level pyramid as OSHA's.

The sample form in Appendix 3 has nine fields and no more: job title, job location, task number, task description, hazard type, hazard description, consequence, hazard controls, rationale or comment, plus the analyst and date. Anything beyond that is your own addition.

JHA vs pre-task plan: keep both

A JHA is written once for a task and reviewed periodically. A pre-task plan, daily huddle or STA is filled out by the crew for the conditions of this shift. They answer different questions, and using one as the other is the most common structural mistake in a field program.

Build the JHA once, then let the crew work from a pre-task plan each morning that starts from it. OSHA 3071 also tells you when to reopen the JHA: any time an illness or injury occurs on that job, and after a close call - and "any time you revise a job hazard analysis, it is important to train all employees affected by the changes."

Bottom line

  • JHA and JSA are the same document. OSHA's term is JHA, and OSHA's own booklet uses both. Choose one and be consistent.
  • An AHA is the same analysis as a contract submittal: per activity, accepted by the government before work starts, with the competent person named. Follow the EM 385-1-1 edition your contract cites.
  • No federal OSHA standard requires a JHA by name. 1926.20(b)(2) and 1926.21(b)(2) are the duties it discharges.
  • The PPE assessment, PHA, LOTO procedure, confined space permit, silica plan and fall protection plan are mandatory and separate. A JHA replaces none of them.
  • Write hazards as scenarios, not labels, and order controls engineering, administrative, PPE.
  • A JHA plus a daily pre-task plan beats either one alone.

Frequently asked questions

In practice, none. They are the same document: break a job into steps, name the hazard in each step, assign a control. OSHA's own publication is titled Job Hazard Analysis (OSHA 3071), so JHA is the federal term - but that same booklet slips into the phrase 'job safety analysis' on page 12, which tells you how interchangeable they are. Pick one name, use it consistently in your program, and stop arguing about it.

An Activity Hazard Analysis is the same kind of task-by-task analysis, but it is a contract deliverable rather than a safety-program document. It is the term used on US Army Corps of Engineers and NAVFAC work, required by the USACE Safety and Health Requirements Manual, EM 385-1-1. The practical differences are procedural: an AHA is submitted for government acceptance before that activity starts, it names the competent or qualified person for the activity, and it is tied to a defined phase of work rather than to a job title.

No federal OSHA standard requires a document called a JHA or JSA. A JHA is the most common way to show you did both.

Because a JHA is evidence. Nothing in Subpart C tells you what a hazard-recognition program looks like on paper, so a compliance officer asks for whatever documents you do have. A JHA for the task being performed is the fastest way to show that hazards were identified and controls chosen before work started. Its absence is not a citation by itself; it removes your best defense.

Several, and each has its own rules: the PPE hazard assessment with a written record (1910.132(d)); the process hazard analysis for covered highly hazardous chemicals (1910.119(e)); the machine-specific energy control procedure (1910.147(c)(4)); the confined space evaluation and entry permit (1910.146); the silica written exposure control plan (1926.1153(g)); and the fall protection plan where it is allowed (1926.502(k)). None of these is a JHA, and a JHA does not satisfy any of them.

OSHA 3071 gives the test: 'Avoid making the breakdown of steps so detailed that it becomes unnecessarily long or so broad that it does not include basic steps.' Watch someone actually do the job and write down what they do. Most tasks land between six and twelve steps.

No, and the difference is timing. A JHA is written once for a task and reviewed periodically; a pre-task plan or daily huddle is filled out by the crew each morning for the conditions of that shift - today's weather, today's overlapping trades, today's crew. A good program has both: the JHA supplies the known hazards and controls, the pre-task plan catches what changed.

Whoever knows the work, with the people who do it in the room. OSHA 3071 puts employee involvement first among its five starting steps, on the grounds that workers 'have a unique understanding of the job.' A JHA written alone at a desk describes a job nobody recognizes, and crews ignore it accordingly.
