Backing Up and Spotters

Hazards: Worker on foot backed over by a truck or mobile equipment · Spotter struck by a second vehicle while watching the first · Collision with a structure, scaffold or utility while reversing · Backup alarm masked by site noise

Why it matters

In 2022, 68 construction workers were killed in pedestrian vehicular incidents — 6.2% of all construction deaths that year — according to BLS Census of Fatal Occupational Injuries data in CPWR's July 2024 Data Bulletin. People on foot, on their own site, hit by a vehicle. Backing up is the one moment when the driver sees the least and the person on foot assumes the most.

Key points

  • The rule: alarm or observer. 1926.601(b)(4) — no motor vehicle equipment with an obstructed view to the rear is used unless it has a reverse signal alarm audible above the surrounding noise, or it is backed only when an observer signals that it is safe.
  • Same for earthmoving equipment. 1926.602(a)(9)(ii) says it plainly for excavators, loaders and compactors.
  • Best backing move is not backing. Lay out the route so trucks pull through. Every reverse you design out is one you never have to spot.
  • One spotter, one machine. Agreed before the wheels turn, in a vest, visible in the mirror, with nothing else in their hands.
  • Lose sight, stop rolling. The driver stops the moment the spotter leaves the mirror. No guessing, no "he's probably clear."
  • Signals agreed in advance. Same hand signals for the whole site, including the delivery driver who has never been here. Stop is a fist, and anybody can give it.
  • Never stand in the path or in a pinch point. Not behind the machine, not between it and a wall, a stack, a scaffold or a parked trailer.
  • The spotter is exposed too. Watching one truck is how you miss the second one. Check your own back before you commit to a position.
  • Forklifts follow the same logic. 1910.178(n)(6) requires the driver to look in the direction of, and keep a clear view of, the path of travel; (n)(4) requires travelling with the load trailing when it blocks forward view.

Do

  • Get out and walk the path before you reverse into it.
  • Make eye contact with the driver before you step anywhere near the machine.
  • Stand on the driver's side, in the mirror, out of the path.
  • Stop the machine yourself if anything enters the area.

Don't

  • Spot two machines at once, or spot with a phone in your hand.
  • Walk backwards while guiding a vehicle backwards.
  • Assume the alarm cleared the area for you.
  • Keep rolling when you have lost the spotter.

  • Test the reverse alarm on every truck and machine here — can you hear it over the work going on right now?
  • Mark the two or three places where vehicles and people cross today, and agree who controls each one.

Frequently asked questions

It requires one of two things. Under 29 CFR 1926.601(b)(4), no employer shall use motor vehicle equipment having an obstructed view to the rear unless the vehicle has a reverse signal alarm audible above the surrounding noise level, or the vehicle is backed up only when an observer signals that it is safe to do so. A working alarm satisfies the rule on its own — which is exactly why crews add a spotter anyway on tight or busy ground.

29 CFR 1926.602(a)(9)(ii) covers earthmoving and compacting equipment: it may not be used in reverse gear with an obstructed view to the rear unless a reverse signal alarm distinguishable from the surrounding noise level is in operation, or an employee signals that it is safe. And (a)(9)(i) requires bidirectional machines such as rollers, compactors, front-end loaders and bulldozers to have a horn distinguishable from the surrounding noise, operated as needed when the machine moves in either direction.

Where the driver can see them in a mirror without turning, out of the path of travel, and never between the vehicle and anything solid. The rule the crew works to is simple: if the driver cannot see the spotter, the vehicle stops.

No. Spotting is one job, for one machine, until that machine is parked. A phone in the hand, a tape measure, or directing a second truck all end the same way — OSHA's own backover material notes that a spotter assisting one vehicle may not see another one behind them.

Legally they can be, under 1926.601(b)(4). Practically they degrade: OSHA points out that workers may not hear alarms over other worksite noise, or may stop reacting to them where every machine on site is beeping. Treat the alarm as the last layer, not the plan.
