Hand & Power Tools

Why it matters

Machine guarding, 29 CFR 1910.212, was the tenth most frequently cited OSHA standard in fiscal year 2025 — that is the general industry guarding rule, and construction's version, 1926.300(b), asks for the same thing: guards on, point of operation covered. Tools are the equipment we touch most and inspect least. A grinder wheel at full speed, a table saw with the guard tied back, a frayed cord in wet weather: none of those give you a second chance to think it over.

Key points

  • Guards stay on. 1926.300(b)(1)-(4): belts, gears, shafts, pulleys, flywheels and the point of operation get guarded. Removing a guard to work faster is the most cited tool problem there is.
  • Tools in safe condition — all of them. 1926.300(a) covers employer and employee tools alike. Mushroomed chisel heads, split handles, sprung wrench jaws, dull blades: out of service.
  • The right switch for the tool. Circular saws and chain saws: constant pressure, off when you let go. Drills and angle grinders: momentary contact on-off. Zip-tying a trigger down is not a modification, it is a trap.
  • Grounded or double-insulated. 1926.302(a)(1). Inspect cords and plugs before use, and never hoist or lower a tool by its cord.
  • Pneumatic tools get retainers. The tool must be positively secured to the hose so it cannot come apart, and impact tools need safety clips or retainers so the bit does not become a projectile. Hoses over 1/2 in ID need a pressure-relief safety device at the supply.
  • Powder-actuated tools are trained-operator only. 1926.302(e)(1): only employees trained on that particular tool may operate it. Loaded tools are never left unattended.
  • Disconnect before you service. Unplug or disconnect the air before changing a blade, a bit, a wheel or clearing a jam. "It's off" is not the same as "it's disconnected."

  • Let the tool reach speed before it touches the work.
  • Secure the workpiece — clamps, not your other hand.

  • Wedge, tie back or remove a guard to make a cut.
  • Carry a tool by the cord or hose.
  • Use a grinding wheel past its rated speed or with a cracked wheel.

Frequently asked questions

No. 29 CFR 1926.300(b)(1) requires guards on machines and tools designed to accommodate them, and the point of operation of machines that expose an employee to injury must be guarded. A guard comes off only for repair, and it goes back on before the tool goes back to work.

Under 1926.300(d), hand-held powered circular saws, chain saws and percussion tools without positive accessory holding means need a constant-pressure switch that shuts the tool off when you release it. Drills, tappers, disc and belt sanders larger than 2 inches, and angle grinders need at least a momentary contact on-off control.

They must be either approved double-insulated or grounded in accordance with Subpart K, per 1926.302(a)(1). Never lower or hoist a tool by its cord, and take damaged cords out of service.

Compressed air used for cleaning must be reduced to less than 30 psi, and then only with effective chip guarding and personal protective equipment, per 1926.302(b)(4).
