Why it matters
Powered industrial trucks, 29 CFR 1910.178, were the eighth most frequently cited OSHA standard in fiscal year 2025. A forklift does not warn you before it goes over: the wheel that keeps you upright is the one carrying almost no weight, and by the time you feel it lift, the decision is already made. OSHA explains the whole thing in one non-mandatory appendix, and it comes down to a triangle.
Key points
- Three points, not four. Almost all counterbalanced trucks have a three-point suspension — the two front wheels and the pivot of the steer axle — even with four wheels. Those three points are the stability triangle.
- One center of gravity, and it moves. Pick up a load and truck and load share a combined center of gravity, which shifts forward toward the front axle. The truck stays up while that point stays inside the triangle.
- Two ways to go over. Forward, over the front axle — too much weight too far out on the forks. Or sideways, out through a side of the triangle — turning, leaning, or carrying high.
- Height is the multiplier. Appendix A names load placement, load height above the surface and the truck's degree of lean as the things that decide lateral stability. Travel with the forks low and the mast tilted back; raise only to place the load.
- Motion counts too. Sudden stops and starts, turns and grades all move the combined center of gravity. Never turn with the forks elevated, and never turn on a grade.
- Empty tips over as well. An unloaded truck's center of gravity can leave the triangle through movement alone. Most side tips happen with nothing on the forks.
- Off-center loads eat the margin. 1910.178(o)(1) allows only stable or safely arranged loads. Sideways off-center is a triangle problem, not a capacity problem.
- Stay in the seat. If it goes, hold on, brace, lean away from the fall. The overhead guard is the survival plan. Jumping is not.

- Travel with the forks 4 to 6 inches up and the mast tilted back.
- Slow to a walk before every turn, loaded or empty.
- Keep the load upgrade on a ramp, both directions.
- Check the data plate against the load before the forks go under it.
Don't
- Turn with the forks elevated, or turn on a grade.
- Travel across a slope with a raised load.
- Brake hard with a load high in the air.
- Jump out of a tipping truck.
Quick site check
- Walk the route this truck runs today — where does it have to turn, and is there room to take that turn slowly?
- Any grade, ramp, dock plate or soft shoulder on the path? Who checked it this morning?
- Look at the heaviest load we will move today: is it centered on the forks, and how high does it have to go?
- Overhead guard, seat belt or restraint, data plate — all present and legible on every truck on site?
- Where on this site do we routinely turn a loaded forklift, and how fast are we taking that turn?
- Which of our loads sit highest off the deck, and what happens to the truck when we carry them raised?
- Have you ever felt a rear wheel go light? What were you doing at the time?
- Where are the grades and ramps here, and does everybody know which way the load faces going up and coming down?
- If this truck started to tip right now, what would you do in the next two seconds?
